Ok, there's probably something obvious that I'm not getting. It looks like some T1 items are better than T2 items. I tried a couple google searches into the Eve forums without luck. So, here I go -
The t1 meta level 4 target painter ("phased ...") has identical attributes to the t2 target painter, except the T2 tp has a higher activation cost and higher CPU usage. T1 > T2
The t1 meta level 4 ("fleeting...") webber has identical attributes to its T2 version, except the T2, again, has a higher activation cost and higher CPU usage. So, again, T1 > T2
This has an easy answer I am just not seeing - I admit noobiness on this one, I just can't figure it out. Maybe the T2 attributes displayed are not right, although the T2 item really is better?

It's not just noobness. Some of the top named EW modules (painter, dampener, ECM) are much better fittingswise than the T2 with the same effect.

That is true. There is some overlap between T1 and T2 items.
Certain high-meta T1 items actually have better specs that T2.
The main difference is the availability of those high-meta T1 items. Where T2 items are readily available, thus demand a lower price, the high-meta T1 items could cost exponentially higher than the T2 because of their rarity.

The best named modules can be harder to come by, since they can't be produced. This gives them some market value, I guess. Oddly enough, even though T2 is a lot cheaper nowadays some named items are actually more expensive than they used to be. Standard, heavy and cruise launchers for example.

and some guns are much easier to fit with best named T1's than t2s. Look at the Tachyon Beam T2 VS modulated, there is quite a difference in powergrid useage meaning there is a possibility to drop a RCU II.
1600MM Tungstens have the same HP boost as its T2 brother but at less fittings.

T2 = easier to come by, cheaper, but more skill intensive.
T1 named = less skill intensive, typically more expensive, more rare.

There is another minor difference to some of the tech 2 modules. Tech 2 guns and launchers are affected by the specilization skills. Tech 2 250mm rail guns gain a 8% bonus to damage when you have medium railgun spec to 4, while heavy launchers II's have an 8% reduction in ROF.
Some tech 2 items are better then the best named counterparts, but some are not.

Funny thing is: Arbalest heavy missiles cost like 14-15M per piece. T2 is two-three mil and is significantly better due to spec skill at cost of fitting ;)
Anyway, there's nothing new about the whole deal. T2 was never meant to be clearly superior to everything else, duh.

T2 is usually better due to the skills needed to use them, if you use that as a comparison. Say, weapons, for example, need more skills to use them, and this makes them better in that regard. If you use the minimum skills for each item, T1 and T2, T2 can be argued as better due to the fact that they forced your skills up that much higher. But yes, some T1 items are better due to the fitting requirements, but this isn't exactly the norm.

I hear that's because the droprate got nerfed. Or something.
Anyway, as to the topic, the t1 named items always have one item whose attributes = t2. Only they require t1 fitting. Why t2 is better usually depends on what the t2 is, for instance, the speciality skills.
Edit: Whoops, already mentioned. Uh... Oh here we go. T2 >= 'named' >= t1. There.
